(LEAD) N. Korea denounces S. Korea's dialogue offer as 'cunning ploy'
SEOUL, April 14 (Yonhap) -- North Korea on Sunday denounced an offer of dialogue by South Korean President Park Geun-hye to defuse tensions on the Korean Peninsula as a "cunning ploy," implicitly rejecting any dialogue with Seoul for the time being. The North's Committee for the Peaceful Reunification of Korea, which is in charge of handling relations with South Korea, made the remarks days after Park offered to engage in dialogue with Pyongyang, saying she was willing to "activate the trust-building process" on the peninsula. (…) The offer of dialogue is "a cunning ploy to hide the South's policy of confrontation and mislead its responsibility for putting the Kaesong Industrial Complex into a crisis," said a spokesman for the North's committee in an article carried by the North's state news agency. The North's committee also described the South's offer of dialogue as an "empty shell" and blamed South Korea and the U.S. for raising tensions with their annual joint military drills, which will be wrapped up by the end of this month. "Under these circumstances, is it possible to hold a dialogue? … Such a dialogue would be meaningless," said the spokesman for the North's committee. (…) (END)

S. Korean Regime Responsible for KIZ Crisis
Pyongyang, April 13 (KCNA) -- The south Korean conservative regime seeks to reduce the Kaesong Industrial Zone (KIZ), a product of the June 15 joint declaration, to a theatre of confrontation, not content with having militarily strained the situation on the Korean Peninsula. "Defense Minister" Kim Kwan Jin of south Korea revealed a sinister intention to introduce a U.S. special unit into KIZ, vociferating about an operation for "rescuing hostages". In this regard, the DPRK Monday declared an important step of withdrawing all its employees from KIZ and temporarily suspending the operations in the zone. This is a decisive and just measure under the present situation. However, the south Korean war maniacs are running riot to buck the blame for the suspension onto the DPRK, with the chief of Chongwadae spinning out shameless remarks.
By nature, KIZ was built thanks to the DPRK's special favors, with many south Korean businesses benefiting from the zone.
During the Lee Myung Bak's office of four years in south Korea, the DPRK had ensured KIZ's full operation although series of knotty problems came up in the zone. This was prompted by an aim to speed up cooperation and exchange between the north and south, based on the idea of "By our nation itself". But Lee alleged that the KIZ operation gives benefits only to the north. And he dubbed the north-south economic cooperation "drain on resources" for the north, saying that "cooperation will not help improve the south-north relations".
Ri Song Hwa, a Pyongyang citizen, said: "The present chief executive of south Korea should take a right option. The responsibility for the suspension of the KIZ operation rests entirely with the south Korean authorities." -0-
KIZ Crisis Is Attributable to S. Korean Authorities: Rodong Sinmun
Pyongyang, April 14 (KCNA) -- As regards the important steps taken by the DPRK over the Kaesong Industrial Zone (KIZ), the south Korean authorities have recently let loose such sheer sophism that "the north closed KIZ which was in good operation" and "the north should make proper option." The "Saenuri Party" and ultra-right conservative media are also spreading false rumor to give impression that the DPRK is putting pressure on them over the issue of KIZ, with such rhetoric of the "height of pressure on the south" and "strangling under careful scenario."
Commenting on this, Rodong Sinmun Sunday says the responsibility for the KIZ crisis rests with the south Korean group of traitors as it reduced the zone to the source of war provocation regarding it as the last target of its confrontation moves against fellow countrymen. The puppet forces who have systematically destroyed the work of KIZ are taking issue with the DPRK, a shameless act reminding one of a thief crying "Stop the thief!", the news analyst notes, and goes on:
They try to make the public convince that they are interested in the KIZ issue while making groundless remarks. Lurking behind this is their sinister intention. They seek to cover up their crimes of putting the situation of KIZ at the risk of complete closure, evade the public criticism and shift the blame on to the DPRK. With no sophism and smear campaign can they evade the responsibility for the worst crisis of KIZ. They had better behave themselves, bearing in mind that their provocative remarks would bring the work of KIZ to a total collapse. -0-

Natürlich, für die ernste Krise in Korea ist auch das Verhalten Südkoreas Schuld, man lebt unter dem Schutz der USA und auch chinesischem Wohlwollen, lässt sich da fast alles diktieren, man fühlt sich als Pfeiler einer sogenannten freien Welt. Man tut kaum was, eher nichts, um auch mal gegenüber der USA u.a. klar nein zur Verschärfung der Lage in und um Korea zu sagen, denn komischerweise stehen in Nordkorea keine ausländischen Truppen. Die stehen nur in Südkorea.

Seoul lehnt Nordkoreas Gesprächsangebot über Atomprogramm ab

(afp) Die südkoreanische Regierung hat ein an China übermitteltes Angebot Nordkoreas zu Gesprächen über Pjongjangs Atomprogramm abgelehnt. «Taten sind wichtiger als Worte», sagte ein Sprecher des Wiedervereinigungsministeriums am Montag in der Hauptstadt Seoul.

Wenn Nordkorea wirklich das Gespräch suche, «sollte der erste Schritt sein, auf unsere wiederholten Forderungen nach Regierungsverhandlungen auf Arbeitsebene über den Industriekomplex Kaesong zu reagieren».

In der grenznahen Sonderwirtschaftszone Kaesong auf nordkoreanischem Boden hatten sich seit dem Jahr 2004 mehr als 120 südkoreanische Firmen mit rund 850 Mitarbeitern angesiedelt.

Im politischen und militärischen Konflikt mit dem Süden verweigerte die nordkoreanische Regierung Südkoreanern seit Anfang April den Zugang zu der gemeinsamen Anlage. Die mehr als 50'000 dort tätigen nordkoreanischen Arbeiter wurden abgezogen.

SEOUL, May 28 (Yonhap) -- In what appeared to be a conciliatory move, North Korea on Tuesday invited South Korean officials as well as businessmen for talks on reopening a suspended joint industrial complex in its territory. The joint industrial complex in the North's border city of Kaesong remains shut down since early April…
On Tuesday, the Committee for the Peaceful Reunification of Korea, the North's arm for dealing with cross-border affairs with Seoul, said that Pyongyang is willing to start talks on the future of the industrial complex. In a statement issued by its unidentified spokesman, the committee noted that North Korea has already approved a plan by the South Korean business representatives to visit the industrial complex for maintenance and other purposes.
"We have given permission for the visit and can even discuss the shipment of products at the industrial complex," it said, adding that if the South Korean entrepreneurs visit the North, discussions can be made on the normalization of the complex. The North's committee said it will fully guarantee safe passage of all South Koreans who would cross the border for the visit. "If the South feels uneasy, it can send members of the Kaesong Industrial District Management Committee with the businessmen," the statement said. The committee is not a government organization but represents the country's interests in Kaesong. Its chairman Hong Yang-ho is a former Ministry of Unification vice minister.
South Korea's Unification Ministry, which handles inter-Korean affairs, was cautious in assessing the North's move, saying that government-level talks should be held first. It said business representatives have no authority to discuss the matter.

Nordkorea hat Südkorea aufgefordert, einen Friedensvertrag zu schließen, der das jetzige Waffenstillstandsabkommen aus dem Jahr 1953 ablösen soll, berichtet die Zeitung „Nodong sinmun“, das offizielle Presseorgan der nordkoreanischen Staatspartei. „Es besteht eine akute Notwendigkeit, das Waffenstillstandsabkommen, ein Überbleibsel des Krieges, durch einen ständigen Friedensmodus zu ersetzen“, schreibt die Zeitung. Wie in dem Beitrag betont wird, profitieren nur die USA vom Standpunkt des provisorischen Friedens auf der Halbinsel, die „versuchen, Nordkorea zu erwürgen“. „Wäre bereits früher ein Friedensvertrag geschlossen worden, so wäre das Problem der Entnuklearisierung der Halbinsel heute nicht so akut“, schreibt die Zeitung.
Am Vortag hatte Pjöngjang erklärt, es werde auf sein Atomwaffenpotenzial „angesichts der ständigen nuklearen Drohungen der USA“ nicht verzichten. Die Situation auf der Halbinsel Korea hatte sich im März nach dem Beginn eines Großmanövers der USA und Südkoreas im Raum der Halbinsel zugespitzt. Die nordkoreanischen Behörden drohten, eine militärische Provokation, sollte es zu dieser kommen, „nach den Gesetzen der Kriegszeit“ zu beantworten.

Einmal abgesehen, dass Südkorea beim Abschluss des Waffenstillstandabkommens zwischen Nordkorea und China (auf der einen Seite) und der UNO und der dahinter stehenden USA (auf der anderen Seite) nur passiver Zuschauer war,
die viel interessantere Frage:
Geht Nordkorea damit von der Ein-Land-Politik auf der koreanischen Halbinsel ab und will Südkorea als eigenen unabhängigen Staat anerkennen ? Also, Wiedervereinigung ade?

Nun, das könnte wirklich ein neuer Weg sein, der sicherlich mehr und realistischere Perspektiven für eine Annäherung und spätere Koexistenz beider Staaten aufweist. Eine Wiedervereinigung aus früherer Sicht, wäre aus heutiger Sicht kaum umzusetzten und würde für einen oder gar beide Staaten ein Aus bedeuten.

Auf kultureller, politischer, wirtschaftlicher und gesellschaftlicher Ebene ließe sich sicherlich viel mehr realisieren.

Interessant wäre es jedoch in wie weit sich der Süden in die Politik des Nordens einmischen würde oder welche Folgen wirtschaftliche Lockerungen und ein wohl freierer Grenzverkehr zwischen beiden Staaten hätte. Und inwieweit sich die USA dann in die innerkoreanische Politik zu dem Zeitpunkt einmischen würden!
Hier könnte es sicherlich immer wieder zu Spannungen und vorrübergehende "Eiszeiten" wie in der Vergangenheit kommen.

Interessante Frage!
Aber die gegenseitige Anerkennung muss eine spätere Wiedervereinigung nicht ausschließen. Dieser Umweg ist vielleicht sogar Voraussetzung dafür!? Wobei wir wieder beim (bei manchen unbeliebten) Beispiel D wären.
