• AM 11. März wurde die Mitteilung der Zentralen Wahlkommission über das Ergebnis der Wahl der Abgeordneten der 13. Obersten Volksversammlung der DVRK veröffentlicht. In der Mitteilung hieß es: Die Wahl der Abgeordneten der 13. Obersten Volksversammlung der DVRK wurde von A bis Z auf der Grundlage des Gesetzes der DVRK über die Wahl der Abgeordneten der Volksversammlungen aller Ebenen durchgeführt.
Laut dem Wahlergebnis beteiligten sich landesweit 99,97 Prozent aller Wähler, die sich in die Wählerliste eingetragen hatten, an der Wahl und gaben in ihren jeweiligen Wahlkreisen den Kandidaten zur Obersten Volksversammlung der DVRK ihre Jastimmen. Die Wähler, die sich im Ausland aufgehalten oder auf hoher See gearbeitet hatten, konnten nicht an den Wahlen teilnehmen. (…) Die Zentrale Wahlkommission überprüfte die von den Kreiswahlkommissionen des ganzen Landes eingereichten Berichte über die Wahlergebnisse und gab die Namen der gewählten 686 Abgeordneten der Obersten Volksversammlung bekannt. •

DPRK to hold first session of 13th SPA in April
PYONGYANG, March 20 (Xinhua) --- The Democratic People's Republic of Korea (DPRK) will hold its first parliamentary session next month following its recent election of new deputies, the official news agency KCNA reported Thursday.
The First Session of the 13th Supreme People's Assembly (SPA) of the DPRK will be convened in Pyongyang on April 9, according to a decree of the Presidium of SPA on March 12, the KCNA said in a brief dispatch without elaborating further. (…)
It is unclear what will be on the agenda of the DPRK's highest legislative body, which meets once or twice a year and has the power to adopt, amend or supplement enactments to the constitution, determine state policies and budgets, and adjust the country's leadership.

Kim Jong Un Elected First Chairman of NDC of DPRK
Pyongyang, April 9 (KCNA) -- Supreme leader Kim Jong Un was elected first chairman of the National Defence Commission (NDC) of the DPRK at the 1st Session of the 13th Supreme People's Assembly of the DPRK held on Wednesday.
The session solemnly declared at home and abroad that Kim Jong Un, first secretary of the Workers' Party of Korea and supreme commander of the Korean People's Army, who is leading the country and the people along the road of victory and prosperity, being possessed of rare ideological and theoretical wisdom, distinguished political caliber and noble virtues attracting all people, was elected first chairman of the NDC of the DPRK, reflecting the unanimous will and desire of all service personnel and people of the country.
The historical moment when he was reelected first chairman of the NDC of the DPRK, all the deputies and participants in the session broke into stormy cheers of "hurrah!", extending the highest glory and warmest congratulations to him. (…)

1st Session of 13th SPA of DPRK Held
Pyongyang, April 9 (KCNA) -- The 1st Session of the 13th Supreme People's Assembly of the DPRK was held at the Mansudae Assembly Hall on Wednesday. It was attended by the newly elected deputies to the SPA. Officials of the party, armed forces and power bodies, public organizations, ministries and national institutions and those in the fields of science, education, literature and arts, public health and media were present as observers. Supreme leader Kim Jong Un took the platform. All the participants observed a moment's silence in memory of President Kim Il Sung and leader Kim Jong Il.
Deputy Yang Hyong Sop made an opening address at the session. The session elected Deputy Choe Thae Bok as chairman of the SPA and Deputies An Tong Chun and Ri Hye Jong as its vice-chairpersons. It also elected Deputy Kim Phyong Hae as chairman of the Deputy Credentials Committee of the 13th SPA and Deputies Pak Yong Sik, Kang Phil Hun, Ri Man Gon, Cha Yong Myong, Kim Yong Ho and Kim Hyong Nam as its members.
It decided the following agenda items of the 1st Session of the 13th SPA of the DPRK: Election of the First Chairman of the National Defence Commission of the DPRK; Election of the State Guidance Organ of the DPRK; On the Results of the Implementation of the DPRK's State Budget for Juche 102 (2013) and State Budget for Juche 103 (2014).
The first agenda item was discussed at the session. Deputy Kim Yong Nam made a speech on the election of the first chairman of the National Defence Commission of the DPRK. He courteously proposed to the SPA the proposal of the Central Committee and the Central Military Commission of the Workers' Party of Korea on electing Kim Jong Un as first chairman of the NDC of the DPRK, reflecting the general will of the whole party and army and all the people. The proposal was fully supported and approved by all deputies and participants. The session solemnly declared that Kim Jong Un was elected first chairman of the NDC of the DPRK.
It discussed the second agenda item. The session elected the president of the Presidium of the SPA of the DPRK and its vice-presidents, honorary vice-presidents, secretary general and members. It elected the vice-chairmen and members of the NDC at the proposal of Kim Jong Un. It elected the premier of the DPRK Cabinet. It appointed with approval of all deputies members of the Cabinet proposed by Deputy Pak Pong Ju, premier of the Cabinet. It appointed the director of the Supreme Public Prosecutors Office and elected the president of the Supreme Court. It also elected the Legislation Committee and the Budget Committee, panel committees of the SPA. Pak Pong Ju took an oath on behalf of the members of the Cabinet. Deputy Kim Phyong Hae, chairman of the Deputy Credentials Committee, made a report on the committee of the 13th SPA at the session and it adopted a decision on approving the report.
The session discussed the third agenda item. A report made by Deputy Choe Kwang Jin, minister of Finance, was followed by speeches of deputies. It adopted a decision of the SPA "On Approving the Results of the Implementation of the DPRK's State Budget for Juche 102 (2013)" and an ordinance of the SPA "On the DPRK's State Budget for Juche 103 (2014)". -0-

Bei dem Kabinett der DPRK habe ich 30 Ministerien und insgeamt 40 Mitglieder gezählt.

Weiß jemand wieviel Frauen in der Regierung sind?
Wozu braucht Nordkorea 30 Ministerien? Damit ist der Abstimmungsprozeß schwieriger und es gibt bestimmt auch uneffektive Überschneidungen.

Südkorea hat 17 Ministerien und die Bundesrepublik Deutschland 14.
Beide Länder haben jeweils eine größere Bevölkerung, bzw. eine größeres Bruttosozialprodukt.

Report of Credentials Committee of Deputies to 13th SPA
Pyongyang, April 9 (KCNA) -- Deputy Kim Phyong Hae, chairman of the Deputy Credentials Committee, made a report on the committee at the First Session of the 13th Supreme People's Assembly of the DPRK held on Wednesday.
According to him, 99.97 percent of all voters took part in the election of deputies to the 13th SPA and voted for the candidates for deputies to the SPA registered at relevant constituencies. The credentials committee confirmed that all the elected deputies have qualifications as SPA deputies because the election of the deputies to the 13th SPA was strictly held according to the Rules on the Elections of Deputies to the People's Assemblies at All Levels and the candidates for deputies to the SPA registered at relevant constituencies were voted by all electors.
The elected deputies to the SPA are the genuine people's representatives who are devoting themselves to strengthening the DPRK government and accomplishing the revolutionary cause of Juche, remaining loyal to the idea and guidance of supreme leader Kim Jong Un.
Among the SPA deputies are anti-Japanese revolutionary fighters who participated in the anti-Japanese armed struggle led by President Kim Il Sung and veterans of the Fatherland Liberation War. 17.2 percent of the deputies are service personnel who are performing shining feats at posts to defend the country and worksites to build a rich and powerful country, true to the Songun revolutionary leadership of Supreme Commander Kim Jong Un.
Workers account for 12. 7 percent, cooperative farmers 11.1 percent and women 16.3 percent. They are bringing about shining labor innovations in the van of the heroic advance to build a thriving socialist nation. Also among the deputies are officials of the party and power bodies, administrative and economic organs and working people's organizations, those in the fields of science, education, public health, literature and arts and media and various other sectors and those of the General Association of Korean Residents in Japan and organizations under it.
Winners of Order of Kim Il Sung, Kim Il Sung Prize, Order of Kim Jong Il and Kim Jong Il Prize account for 30.2 percent, recipients of the titles of the DPRK hero and labor hero 14. 6 percent and recipients of academic degrees and titles including professors and doctors and scientists, technicians and experts 91.7 percent. 3.9 percent of the deputies are aged below 39, 66.9 percent 40-59, 29.2 percent above 60 and 94.2 percent of them graduated from universities or received similar level of education. -0-
Report on Implementation of State Budget for 2013 and State Budget for 2014
Pyongyang, April 9 (KCNA) -- Deputy Choe Kwang Jin, minister of Finance, delivered a report on the results of the implementation of the DPRK state budget for Juche 102 (2013) and its state budget for Juche 103 (2014) which was discussed by the Budget Committee of the Supreme People's Assembly, at the First Session of the 13th SPA held on Wednesday.
According to his report, the DPRK dynamically conducted a general offensive for the building of an economic power and the improvement of the people's living standard, true to the new line on simultaneously pushing forward the economic construction and the building of nuclear force set forth by the Workers' Party of Korea, last year and in this course the state budget for last year was successfully implemented.
Last year's plan for state budgetary revenue was carried out at 101.8%, an increase of 6% over the previous year. The plan for local budgetary revenue was fulfilled at 107.7%. And the plan for state budgetary expenditure was carried out at 99.7%, an increase of 5.6% over the previous year.
16% of the total expenditure was spent for national defence, thus contributing to smashing the enemies' reckless moves to ignite a nuclear war and the anti-DPRK confrontation racket and powerfully demonstrating the dignity and might of the DPRK. 45.2% of the total expenditure went to the field of economic construction to consolidate the foundation of the self-supporting economy, bring a surge in the production in various fields of the national economy including agriculture and usher in a heyday in construction. 38.8% of the total expenditure was spent for the field of cultural construction including education, healthcare, sports and music and arts, contributing to the enforcement of popular policies and the building of a highly-civilized socialist nation.
This year's state budgetary revenue and expenditure have been shaped in such a manner as to meet the financial needs for realizing the Party's plan to build a thriving nation as early as possible and carrying out the national economy plan.
The state budgetary revenue is expected to grow 4.3% over last year. Out of this, transaction revenue is expected to swell 4.5%, the revenue from the profits of state enterprises 7.9%, that from the profits of cooperative organizations 4.8%, that from real estate rent 9.5%, that from social insurance 5.1%, that from sale of properties and price differential 2.4%, other revenues 1.7% and the revenue from economic and trade zone 5.1%. This year's state budget envisages that provinces, cities and counties will ensure the expenditure with their own incomes and deliver revenue to the national budget for their fulfillment of the plan for local budgetary revenue and expenditure.
The state budgetary expenditure is expected to increase 6.5% over last year. Out of this, spending for the fields of agriculture, stockbreeding and fishery is expected to go up 5.1%, that for capital construction 4.3%, that for science and technology 3.6%, that for the vanguard sector of the national economy and the fields of basic industry and light industry 5.2%, that for education 5.6%, that for healthcare 2.2%, that for social insurance and social security 1.4%, that for sports 17.1% and that for culture 1.3%. 15.9% of the total state budgetary expenditure is expected to be spent for national defence this year and a huge amount of educational aid fund and stipends is to be sent to the children of Koreans in Japan.
The reporter said that to correctly implement this year's state budget is an important work to provide a financial guarantee for the grand advance of the service personnel and people of the DPRK who are making a great leap forward to realize the far-reaching idea and goal for the prosperity of the country. The reporter underscored the need to unfailingly implement monthly and quarterly plans for state budgetary revenue so as to successfully implement this year's state budget. -0-

Zwei interessante Informationen aus Nordkorea.
Der Frauenanteil in Volksversammlung mit 16,3 Prozent ist höher als in Südkorea, dort ca. 15 %, weltweit liegt der Anteil bei ca. 17%. Im neuen Bundestag bei ca. 36,5 %.
Beide Koreas haben in diesem Punkt noch Nachholbedarf.

16% der Staatsausgaben entfallen auf das Militär, da keine absoluten Zahlen vorliegen ist die Information nur beschränkt aussagefähig.
Zum Vergleich Südkorea hat 2012 ca. 10,4%, Deutschland 2014 ca. 11,1% und die USA ca. 17,7% in 2012.

Die 1. Tagung der 13. Obersten Volksversammlung der Demokratischen Volksrepublik Korea (DVRK) fand am 9. April Juche 103 (2014) in der Mansudae-Kongresshalle in Pyongyang statt. Der oberste Führer Kim Jong Un nahm auf der Tribüne Platz.
Zum Beginn der Tagung erhoben sich die Abgeordneten zu einer Schweigeminute zum Gedenken an den Präsidenten Kim Il Sung und den Führer Kim Jong Il.
Die Tagung wählte Marschall Kim Jong Un erneut zum Ersten Vorsitzenden der Nationalen Verteidigungskommission (NVK) der DVRK. Die Wiederwahl von Marschall Kim Jong Un in das höchste Staatsamt widerspiegelt das absolute Vertrauen der Armee und des Volkes zu ihm und ihre höchste Verehrung für ihn.
Zu Vizevorsitzenden der NVK der DVRK wurden Choe Ryong Hae, Ri Yong Mu und O Kuk Ryol gewählt. Die Tagung wählte Kim Yong Nam zum Vorsitzenden des Präsidiums der Obersten Volksversammlung der DVRK und Yang Hyong Sop und Kim Yong Dae zu Vizevorsitzenden. Zu Ehren-Vizevorsitzenden wurden Kim Yong Ju und Choe Yong Rim gewählt. Generalsekretärin wurde Hong Son Ok. Zum Ministerpräsidenten des Kabinetts der DVRK wurde Pak Pong Ju ernannt. Ri Su Yong wurde zum neuen Außenminister ernannt. Die Tagung ernannte ferner weitere Minister und Kommissionsvorsitzende sowie den Direktor der Obersten Staatsanwaltschaft und wählte den Vorsitzenden des Obersten Gerichts.
Die Tagung nahm den Beschluss „Über die Genehmigung der Ergebnisse des Staatsbudgets Juche 102 (2013) der DVRK“ und die Verordnung „Über das Staatsbudget Juche 103 (2014)“ an.

Bei der 1. Tagung der neu zusammengesetzten Obersten Volksversammlung der DVRK wurde (ich zitiere nun aus dem Beitrag des Vorposters) "... Ri Su Yong wurde zum neuen Außenminister ernannt ...".

Das ist bemerkenswert:
Vor gut 20 Jahren trug derselbe Mann noch einen anderen Namen. Er hieß damals "Ri Chol". (Ich wundere mich immer wieder, wie verhältnismäßig oft und scheinbar auch rasch und einfach Koreaner ihre Namen wechseln können).
Und vor gut 20 Jahren war Ri Chol (= Ri Su Yong) noch Botschafter der DVRK in Bern in der Schweiz und DVRK- Botschafter bei der UNO in Genf (insgesamt 22 Jahre lang hatte er diese Positionen inne!).
Angeblich war er damals auch für die Ausbildung der Kim-Kinder an Schweizer Schulen zuständig.

Nach seiner Rückkehr von der Schweiz nach Korea wurde Ri Chol (nun als Ri Su Yong) in eine der staatlichen Wirtschaftsförderungs- und Entwicklungsorganisationen gesteckt, an denen der hingerichtete Jang Song Thaek hart arbeitete. Nach der Hinrichtung Jangs verschwand auch Ri Su Yong einige Zeit von der (Medien-)Bildfläche, umso überraschender ist nun für mich seine Ernennung zum neuen Außenminister!
