Dringende Einberufung der außergewöhnlichen erweiterten Sitzung des Politbüros des ZK der PdAK
In der Zeit, wo sich die Seuchenbekämpfung hart vollzieht, um die Einfuhr der Infektionskrankheit, die als ein großes Unheil der Welt die Menschheit bedroht, völlig zu stoppen, trat in der Stadt Kaesong ein Notfall ein, dass ein nach Südkorea geflüchteter, der in Verdacht auf die Ansteckung des bösartigen Virus kommt, erst in 3 Jahren gesetzwidrig über die Demarkationslinie am 19. Juni heimgekehrt hat.

In der speziellen Anstalt für Prophylaxe untersuchte man mehrmals das Sekret aus dem Oberluftweg und Blut des widerrechtlichen Heimgekehrten und bekam ein zweifelhaftes Ergebnis, nach dem er als Angesteckter verdächtig sei. Diesbezüglich wurde er erst isoliert und wurden alle Menschen, die mit ihm Kontakt hatten, und die durch Kaesong gereisten Menschen unter der Verbindung mit dem betreffenden Bereich konsequent nachgefragt und erfasst sowie ärztlich untersucht und isoliert.
Das Politbüro des ZK der PdAK berief angesichts dessen, dass in der Stadt Kaesong eine Gefahr entstand, die ein tödliches und katastrophales Unheil auslösen kann, am 25. Juni im Hauptgebäude des ZK der Partei eine außergewöhnliche erweiterte Sitzung ein.
Kim Jong Un, Vorsitzender der PdAK, Vorsitzender des Komitees für Staatsangelegenheiten der DVRK und Oberster Befehlshaber der Streitkräfte der DVRK, nahm an der Sitzung teil.
An der Beratung nahmen auch die Mitglieder und Kandidaten des Politbüros des ZK der PdAK teil.
Die Mitglieder des zentralen Notstandskommandostabes für Seuchenbekämpfung besuchten die Sitzung.
In den Videokonferenzsälen waren die Verantwortlichen Partei- und Verwaltungs-Funktionäre des Kabinetts, der Ministerien und der zentralen Organe.
Im Auftrage des Politbüros des ZK der Partei leitete Kim Jong Un die Sitzung.
Er erwähnte, dass eine gefährliche Lage entstanden sei, die uns glauben lassen kann, dass das bösartige Virus in unser Land eingeführt worden ist, obwohl wir in den vergangenen 6 Monaten im Landesmaßstab allseitig starke verteidigende Maßnahmen für Seuchenbekämpfung getroffen und alle Durchgänge abgewehrt wurden. Er teilte mit, am 24. Juni Vormittag, kurz nach der Meldung darüber, sei die Stadt Kaesong völlig blockiert und eine präventive Maßnahme getroffen worden, jeden einzelnen Stadtbezirk und Viertel zu isolieren.
Kim Jong Il erklärte angesichts der entstandenen Sachlage den Notstand in dem betreffenden Gebiet und erläuterte den Entschluss des ZK der Partei, das staatliche Notstandssystem für Seuchenbekämpfung zum höchsten Notstandssystem übergehen zu lassen und den Sonderalarm zu geben.
Er stellte die Aufgaben für Bereiche, welche die Organisationen der Partei und Massenorganisationen, die Machtorgane, die Organe für Öffentliche Sicherheit, die für Staatssicherheit und die Anstalten für Seuchenbekämpfung und Gesundheitseinrichtungen aktuell erledigen sollen.
Auf der Sitzung wurde der Beschluss des Politbüros des ZK der Partei über den Übergang des staatlichen Notstandssystems für Seuchenbekämpfung zum höchsten Notstandssystem mit Jastimme angenommen.
Er wies darauf hin, dass alle Sitzungsteilnehmer in ihren Bereichen und Einheiten organisatorische Arbeit für die Durchsetzung des Beschlusses des ZK der Partei sofort leisten und die Parteiorganisationen auf allen Ebenen und jeder Bereich mit grenzenloser Verantwortlichkeit und Selbstlosigkeit bezüglich der Hinweise und Unterstreichung des ZK der Partei gewissenhaft und am richtigsten in die Tat umsetzen sollten.
Er unterstrich, es sei notwendig, in der ganzen Partei und Gesellschaft starke organisatorische Disziplin herzustellen und die Einmütigkeit im Handeln und Denken zuverlässig zu sichern, die Ordnung, nach der alle der Führung des zentralen Notstandskommandostabs für Seuchenbekämpfung wie ein Mann absolut unterordnen und handeln, aufrecht zu erhalten und die Funktion und Rolle der Parteiorganisationen auf aller Ebene einwandfrei zur Geltung zu bringen.
Er bemerkte, dass alle dem Notstand gegenüberstehende Wirklichkeit ernstlich akzeptieren sollten, und appellierte an alle, – ohne das Zentrum im Denken und Handeln zu verlieren – verantwortungsbewusst und mit aller Hingabe der Führung des ZK der Partei treu und konsequent zu folgen, noch fester geschart um das ZK der Partei entstandene Vorbeugungskrise zu überwinden und so auf jeden Fall das Wohlergehen unseres Volkes und die Sicherheit des Vaterlandes zu schützen.
Die Sitzung erwähnte ernsthaft eine schäbige Sachlage vom Wachdienst an der Front in betroffener Gegend, wo ein Nordflüchtling entstand, und besprach, dass die Zentrale Militärkommission den Bericht über konzentrierte Untersuchungsergebnisse bekommen, die dafür verantwortliche Truppe ernstlich bestrafen und dementsprechende Maßnahmen treffen sollte.

At the time when the anti-epidemic campaign has been intensified to thoroughly check the inroads of the worldwide pandemic, an emergency event happened in Kaesong City where a runaway to the south, who is suspected to have been infected with the virulent virus, returned on July 19 after three years of his runaway by illegally crossing the Military Demarcation Line.
The anti-epidemic organization said that as an inconclusive result of having been diagnosed as having infectious virus was made through several medical tests of the secretion of that person's upper airway and blood, the person was put under strict quarantine as a primary step and all the persons in Kaesong City who contacted that person and those who have been to the city over the last five days are being thoroughly investigated, medically examined and quarantined, keeping in touch with the relevant sector.
The Political Bureau of the Central Committee of the Workers' Party of Korea convened an emergency enlarged meeting in the office building of the WPK Central Committee on July 25 as regards the dangerous situation in Kaesong City that may lead to a deadly and destructive disaster.
Kim Jong Un, chairman of the WPK, chairman of the State Affairs Commission of the Democratic People's Republic of Korea and supreme commander of the armed forces of the DPRK, attended the meeting.
The meeting was also attended by members and alternate members of the Political Bureau of the WPK Central Committee.
Present there as observers were members of the Central Emergency Anti-epidemic Headquarters.
Leading Party and administrative officials of the Cabinet, ministries and national agencies, members of the executive committees of provincial Party committees and senior officials of the provincial-level leading organs were present in the video conferencing rooms as observers.

Despite the intense preventive anti-epidemic measures taken in all fields throughout the country and tight closure of all the channels for the last six months, a critical situation has occurred in which it can be said that the vicious virus has entered the country, the Supreme Leader said, referring to the fact that a preemptive measure was taken on the afternoon of July 24 immediately after receiving the report on it to totally block Kaesong City and isolate each district and region from the other.
To address the present situation, he declared a state of emergency in the relevant area and clarified the determination of the Party Central Committee to shift from the state emergency anti-epidemic system to the maximum emergency system and issue a top-class alert.
He specified tasks for each sector which should immediately be implemented by Party and working people's organizations, power, public security and state security organs and anti-epidemic and public health institutions.
