(LEAD) N. Korea denounces S. Korea's dialogue offer as 'cunning ploy'
SEOUL, April 14 (Yonhap) -- North Korea on Sunday denounced an offer of dialogue by South Korean President Park Geun-hye to defuse tensions on the Korean Peninsula as a "cunning ploy," implicitly rejecting any dialogue with Seoul for the time being. The North's Committee for the Peaceful Reunification of Korea, which is in charge of handling relations with South Korea, made the remarks days after Park offered to engage in dialogue with Pyongyang, saying she was willing to "activate the trust-building process" on the peninsula. (…) The offer of dialogue is "a cunning ploy to hide the South's policy of confrontation and mislead its responsibility for putting the Kaesong Industrial Complex into a crisis," said a spokesman for the North's committee in an article carried by the North's state news agency. The North's committee also described the South's offer of dialogue as an "empty shell" and blamed South Korea and the U.S. for raising tensions with their annual joint military drills, which will be wrapped up by the end of this month. "Under these circumstances, is it possible to hold a dialogue? … Such a dialogue would be meaningless," said the spokesman for the North's committee. (…) (END)

S. Korean Regime Responsible for KIZ Crisis
Pyongyang, April 13 (KCNA) -- The south Korean conservative regime seeks to reduce the Kaesong Industrial Zone (KIZ), a product of the June 15 joint declaration, to a theatre of confrontation, not content with having militarily strained the situation on the Korean Peninsula. "Defense Minister" Kim Kwan Jin of south Korea revealed a sinister intention to introduce a U.S. special unit into KIZ, vociferating about an operation for "rescuing hostages". In this regard, the DPRK Monday declared an important step of withdrawing all its employees from KIZ and temporarily suspending the operations in the zone. This is a decisive and just measure under the present situation. However, the south Korean war maniacs are running riot to buck the blame for the suspension onto the DPRK, with the chief of Chongwadae spinning out shameless remarks.
By nature, KIZ was built thanks to the DPRK's special favors, with many south Korean businesses benefiting from the zone.
During the Lee Myung Bak's office of four years in south Korea, the DPRK had ensured KIZ's full operation although series of knotty problems came up in the zone. This was prompted by an aim to speed up cooperation and exchange between the north and south, based on the idea of "By our nation itself". But Lee alleged that the KIZ operation gives benefits only to the north. And he dubbed the north-south economic cooperation "drain on resources" for the north, saying that "cooperation will not help improve the south-north relations".
Ri Song Hwa, a Pyongyang citizen, said: "The present chief executive of south Korea should take a right option. The responsibility for the suspension of the KIZ operation rests entirely with the south Korean authorities." -0-
KIZ Crisis Is Attributable to S. Korean Authorities: Rodong Sinmun
Pyongyang, April 14 (KCNA) -- As regards the important steps taken by the DPRK over the Kaesong Industrial Zone (KIZ), the south Korean authorities have recently let loose such sheer sophism that "the north closed KIZ which was in good operation" and "the north should make proper option." The "Saenuri Party" and ultra-right conservative media are also spreading false rumor to give impression that the DPRK is putting pressure on them over the issue of KIZ, with such rhetoric of the "height of pressure on the south" and "strangling under careful scenario."
Commenting on this, Rodong Sinmun Sunday says the responsibility for the KIZ crisis rests with the south Korean group of traitors as it reduced the zone to the source of war provocation regarding it as the last target of its confrontation moves against fellow countrymen. The puppet forces who have systematically destroyed the work of KIZ are taking issue with the DPRK, a shameless act reminding one of a thief crying "Stop the thief!", the news analyst notes, and goes on:
They try to make the public convince that they are interested in the KIZ issue while making groundless remarks. Lurking behind this is their sinister intention. They seek to cover up their crimes of putting the situation of KIZ at the risk of complete closure, evade the public criticism and shift the blame on to the DPRK. With no sophism and smear campaign can they evade the responsibility for the worst crisis of KIZ. They had better behave themselves, bearing in mind that their provocative remarks would bring the work of KIZ to a total collapse. -0-
